Such language has created debate regarding the Amendment’s intended meaning. On one hand, some believe that the Amendment’s phrase “the right of the people to keep and bear Arms” creates an individual constitutional right for citizens to bear arms. On the other hand, some historians believe the statement “a well regulated Militia” signifies that the Founding Fathers intended to give each state the right to maintain and train formal militia that can provide protection against an oppressive federal government. Thus, what did the Founding Fathers really intend for the Second Amendment, a private right of individuals to keep and bear arms free from federal regulations, or a right that can be only exercised through militia organisations?
