The place where any aspect of the cultural lags behind another aspect to which it is related is a cultural lag. The lag of institutions behind changing technology is probably the widest form cultural lag in the present society. For example, decades ago a country size was determined by the distance a person could travel to the country and return in the same day. Even if the transportation has been improved still the country continues its old size, unaware of its many functions.
The involvement of lag of one part of material culture behind a related part of material culture is cultural lag. A quarter century after we replace the horse with automobiles, we continued our efforts to build a garage behind the house, back where the smelly stables used to be.
